Councilmember Stephens is currently serving his fifth term as Councilmember for Ward II.  He was first appointed to an unexpired Council term for Ward II in 2007.  Stephens was first elected into the same position in 2009. Councilmember Stephens serves as Council President, and presides in the Mayor's absence.
