To train independent, responsible staff who seek ways to operate efficiently and economically and to provide a high level of customer service to Bonner Springs' residents and other city departments.

Primary Areas of Responsibility
The primary and basic responsibilities of the city clerk include:
  • Administers oaths of office to public officials
  • Attends all City Council meetings
  • Certifies city special election questions to the election commissioner
  • Ensures compliance with state budget law
  • Handles mayor and council election notification and receipt of candidate forms
  • Is the custodian of all city official records
  • Issues various licenses and permits  
  • Prepares City Council agendas and bid notices
  • Prepares ordinances and resolutions
  • Prepares special assessments and certifies them to the county
  • Prepares state budgets
  • Publishes legal notices 
  • Reviews and prepares documents for temporary financing and bonds

Additional Responsibilities
The city clerk is also responsible for:
  • Administers the Solid Waste Contract (residential refuse and recycling)
  • Manage the city’s communications services
  • Manages appointments to boards and commissions
  • Oversees contractual, liability, and project management requirements of the city
  • Public information officer – Open Records Act

  • Supervises cemetery records, burial, and sale of graves and assists in long range planning and operations of the cemetery
  • Supervises custodians for seven city buildings
  • Supervises Tiblow Transit transportation service – Apply for and receive funding from KDOT and Unified Government
  • System administrator for computer system
