CONSENT AGENDA

The City Council will consider Consent Agenda items by one motion with no discussion unless the City Council, Staff or the audience requests removal of an item from the Consent Agenda.  The City Council will consider an item removed from the Consent Agenda as the next item after their action on the Consent Agenda.

Claims for City Operations

Staff enclosed the Supplement Claims for City Operations in the amount of $61,842.88 and the Regular Claims in the amount of $516,696.23.

Make a Motion to Approve the Claims for City Operations for September 14, 2020.

The Finance Director Recommends Approval.

Claims for Public Housing Authority

Staff enclosed the Public Housing Authority Regular Claims in the amount of $ 2,575.77.
Action
Make a Motion to Approve the Public Housing Authority Claims for September 14, 2020.
Recommendation
The Public Housing Director Recommends Approval.
4.

League Voting Delegates for Annual Conference Business Meeting

Per K.S.A. 12-1610f, the Governing Body annually selects voting delegates to participate in the League of Kansas Municipalities business and policy session. The session will be held virtually on Friday October 16. 2020. Based on our population, Bonner Springs appoints two delegates. The nomination for the voting delegates for this year are the Mayor and the Council President.
Upon approval, the City Clerk will submit the required forms to the League.

Make a motion to approve the League voting delegates for the annual League Conference business meeting.

The Mayor recommends approval.

Public Use request - Reschedule Tiblow Trot

On July 13th the City Council approved a Public Use Request for the Tiblow Trot to be held on August 29, 2020. The organizers postponed the event due to weather and are requesting approval for the event to be held on Saturday, September 19, 2020. All other details remain the same.

On August 10th the City Council approved a Public Use Request for the Makers Fair to be held on August 29, 2020. The organizers postponed the event due to weather and are requesting approval for the event to be held on Saturday, September 19, 2020. All other details remain the same.

Public Use Request - Junkers Jamboree

Roberta Hicks on behalf of Shop Bonner submitted a Public Use Request for Saturday, October 3, 2020 .  Organizers and participants will be required to adhere to all State, County and local health orders in effect at the time of the event. The event includes closure of Oak Street from Nettleton to Front Street; Second Street from Cedar to Elm and Third Street from Oak to Elm from 6:00 a.m. through 2:00 p.m.

Amendment to Zoning Ordinance language


Action
Make a motion to approve an ordinance to update the language of the Zoning Ordinance to include R (Rural Residential District) in Articles XXII and XXIII.

4.

BSCP-35 and BSZ-145 Comprehensive Plan Update and Rezoning Request for Compass Center project


Action
Make a motion to approve an ordinance for Comprehensive Plan update BSCP-35 and rezoning request BSZ-145 for the Compass Center project located at 110 S. 110th Street
Recommendation
The Planning Commission unanimously recommends approval.

BSZ-146 - Rezoning Request for 583 S. Bluegrass Drive


Action
Make a motion to approve an ordinance to rezone 583 S. Bluegrass Drive from I-2 (Heavy Industrial District) to R-1 (Single-Family Residential District)
Recommendation
The Planning Commission unanimously recommends approval.
6.

Ordinance to Adopt the Uniform Public Offense Code 2020 Edition

The City annually adopts the Uniform Public offense Code prepared by the League of Kansas Municipalities. The City Attorney's office reviewed the 2020 Edition and recommends approval with the same amendments as previous years. 
Action
Make a motion to approve an Ordinance to adopt the Uniform Public Offense Code 2020 Edition.
Recommendation
The City Attorney and City Clerk recommend approval.
7.

Resolution to Adopt the Kansas Region L Hazard Mitigation Plan 2020

Wyandotte, Johnson and Leavenworth County officials and public entities within those counties developed a regional hazard mitigation plan. 

The most recent approved Hazard Mitigation Plan (HMP) was adopted by the Board of County Commissioners on 01/09/2020. Local adoption of the plan is a condition to receive hazard mitigation funds from Federal Emergency Management Agency (FEMA) grant programs.
