HUD 2019 Public Housing Authority Income Limits

The U.S. Department of Housing and Urban Development (HUD) is required by law to set income limits that determine the eligibility for HUD’s assisted housing programs which includes the public housing program. The income limits are revised annually and are based on HUD estimates of median family income.  HUD uses the 5-year American Community Survey (ACS) income data as the basis of the FY 2019 Income Limits for all areas of geography.


Action
Makes a motion to approve the HUD 2019 PHA Income Limits as presented.

Wastewater Master Plan Acceptance

The City Council approved the expenditure of $47,613 on September 10, 2018 to engage professional services from Bartlett & West, Inc. to provide a Wastewater Master Plan.The Master Plan is at the completion stage which requires official acceptance by the City Council.

Make a motion to accept the Wastewater Master Plan.

The Public Works Director recommends approval

3.

Ordinance to Authorize the Issuance of Approximately $9,980,000 G.O. Bonds Series 2019-A

On April 8, 2019, the City Council approved Resolution No 2019-05 which authorized the sale of G.O. Bonds in the approximate amount of $9,980,000 that included the refinancing of G.O. Bonds Series 2011-A and new debt for the Police Facility and Government Services Center.

The competitive sale of the bonds will be on Monday, May 13, at 11:00 a.m.  The competitive bids with interest rates will be presented at the meeting with a recommendation from Staff.  Based upon the bids received, the total amount of the bond issue may change slightly.  We did receive confirmation that the City received a AA- bond rating for the bond issue.  This is the same rate that we received for the 2018-A bonds.   A copy of the bond rating summary is attached.

Make a motion to approve an ordinance to authorize the issuance of G.O. Bonds Series 2019-A in the approximate amount of $9,980,000.

Resolution to Prescribe The Form and Details and Authorize the Delivery of G.O. Bonds Series 2019-A in the Approximate Amount of $9,980,000

5.

SFS Architecture Amendment #2

Attached is Amendment No. 2 for fees for additional services. This included bidding services and Construction Administration services related to the new Police and City Hall buildings.

Additional services outlined in Amendment #2 also include the following:

  • One Thousand Dollars ($1,000) for the additional fire alarm work in the Community Center for the Design Phase.
  • One Thousand Dollars ($1,000) for the additional sidewalk work along the Community Center for the Design Phase

Recommend approval of Amendment #2 to the Agreement for Architectural Services between City of Bonner Springs, Kansas and SFS Architecture, Inc.

6.

Charter Ordinance No. 36

Charter Ordinance No. 36 repealing Charter Ordinance No. 8, Ordinance No. 1070 and Ordinance No. 1202 establishing a procedure for purchasing equipment.

The City Attorney has reviewed and approved the proposed Charter Ordinance.

Make a motion to approve Charter Ordinance No. 36.
