Claims for City Operations

the Supplement Claims for City Operations in the amount of $8,508.56 and the Regular Claims in the amount of $883,472.62 are enclosed.

Make a Motion to approve the claims for City Operations for March 23, 2020.

The Finance Director recommends approval.

Claims for the Public Housing Authority

The Public Housing Authority regular claims in the amount of $ 14,174.25 are enclosed.

Make a motion to approve the Public Housing Authority claims for March 23, 2020.

Appointments to Boards and Commissions

Bonner Beautiful: Reappoint Karen Baxter and Betty Rehm to additional three-year terms. Appoint Laura Burch to a three-year term. Library Board: Reappoint Vicky Wheeler to an additional four-year term. Parks and Recreation Advisory Board: Reappoint Greg Gebauer to an additional three-year term. Senior Center Advisory Committee - Appoint Winnie Vernon and Carmen Johnson for three-year terms.

2020 Job Descriptions for City Employees

City policy requires Council to approve all job descriptions utilized. Staff has packaged job descriptions to be utilized in 2020 pending Council approval. Please also note that per the Council's approval at the last meeting, a Captain position has been added within the Police Department.

Make a motion to Approve the 2020 Job Descriptions for City Employees.
Recommendation
Staff recommends approval.
 

OLD BUSINESS

1.

Public Hearing - Wilkerson Crane Industrial Revenue Bonds

This public hearing needs to be continued to the next Council meeting to allow staff and bond counsel to continue negotiations with the company regarding the PILOT agreement.
Action
Two actions are required: 1-Make a motion to open the Public Hearing at ___:____ p.m. 2-Make a motion to continue the Public Hearing for April 13, 2020, at 7:30 p.m.
Recommendation
The City Manager, Assistant City Manager, Finance Director, and Bond Counsel recommend the continuation of the Public Hearing.

Purchase of 2021 Freightliner Dump Truck


Action
Make a motion to approve awarding the bid to purchase a 2021 Freightliner 108SD dump truck with a stainless steel bed to Kansas City Freightliner in the amount of $124,037.
Recommendation
The Public Works Director and Deputy Director recommend approval.

2020 Water & Wastewater Service Fees and Rates

Action
Make a motion to approve Water and Wastewater rate and System Development Fees as presented in Option ____.
Recommendation
The Finance Director and Public Works Director recommend approval of Option 2.

Resolution No. 2020-05 - State of Emergency Extension

Action
Make a motion to approve Resolution No 2020-05 extending the declaring a State of Emergency for the City of Bonner Springs

5.

Ordinance No. 2491 Pertaining to 2020 Budget Appropriations and Payment of Claims

Due to concerns regarding Covid-19, this ordinance will allow for the appropriation of accounts set up in each fund in the budget for the remainder of the fiscal year 2020 for the payment of all claims and charges against each fund.

Payments of all claims and charges against each fund shall be made by combination checks and warrants, drawn by the Finance Director and counter-signed by the City Manager as provided by law.

Action
Make a motion to approve Ordinance No. 2491 appropriating the amounts set up in each fund in the budget for the remainder of the calendar year 2020, providing for the payment of all claims and charges against the accounts provided for therein.
